No one wants to do that job for the pay that is offered. Take a look at what's happening. Police are critized and fired, over worked, under paid, unappreciated, and in grave danger all day. Guards too. Soon only the very worst will remain incarcerated if we are lucky. The cops will quit. Why work under these conditions. There is too much wrong with this system to be fixed by anyone.
