Switzerland vs. its Whistleblowers

The lack of Whistleblower protections in Switzerland is noteworthy, no doubt. In addition, Switzerland fails to protect those it obligates to report. "Mandated Reporters" are those who are obligated by law to report. These include privately-contracted teachers, nurses, doctors, and psychologists. The issue they are obligated, by cantonal law, to report to the competent authorities, is child protection. Child Protection laws since ca. 2005 have obligated entire sectors of workers to potentially denounce their employer. Yet, like Whistleblowers, there are no protections for these "Mandated Reporters." Thus, employees that are obligated to report, with an employer that refuses to report, find themselves in a dilemma. In Switzerland, by law, one is committed to a fidelity to their employer. At the same time, mandated reporters are required to fulfill their legal obligation to report to the competent authorities? There is a conflict of laws, a conflict of obligations. The result, compromised child protection. Some child protection cases are not being reported to the competent authorities despite the law. Whistleblowers and Mandate Reporters need proper protections.
