I am an upsc aspirant If you are looking for a tablet with writing option, then Samsung s6 lite is the best under 20000 , i got it for ₹15000 in big billion days The apps that work with this are samsung notes , though there are other apps - samsung notes gets the work done You can answer question papers on the pdf using Samsung notes and this saves a lot of time and also you can split the screen for question paper + answer paper Go for this if you are getting this less than 17000
