Guidelines state some key information should be permanently attached to garment. I don't think a hang tag fulfills that requirement, sewn or printed tags are most common.

do south Asian manufacturers (China, India, etc.) have RN number? They're not US businesses? I'm using a manufacturer from overseas to make my clothing line, but I'm not sure whose RN number to use!
It is up to each manufacturer whether they want to register to get an RN number. However, if it was my clothing line, I would not want some random RN number in the label, I'd want it to say it was created by my brand (private labeled). This would fulfill the labeling requirements within the US for the source of the goods.
Question. I have a friend that manufactures her garments in Guatemala but places a “made in USA” tag since she does the finishes and embroidery details by hand in NYC. Is this legal?
Haha... we are not lawyers, so don't take our world as the sole source of truth. In short, it's a gray area. If your product is entirely made outside the US, you should not state it was made in the US. You have a basic requirement to disclose where the product is made and not obfuscate that. The fact that you are doing work in creating the product ALSO in the US can be stated on the tag. Something like; Made In The USA Product From Guatemala Embroidered In The USA Product From Guatemala Designed in the USA Product From Guatemala These are all slightly less misleading to end consumers and should be considered.
Typically the thread used for stitching is de minimus and is not considered in material contents.. You can however, add it if you like, or if it brings specific characteristics to the garment you want to highlight.

And I found this channel which interest me. I been searching for information and find out everything I can as to the laws and there (USA).
So if I put my legit company name on the new tag I don’t need to include any RN? Old or new. Or do I need to get a new RN for my business to put on labels or do I use the old RN? Also in the origin part when putting “Made in the USA with imported fabrics “ do you need to include the foreign country or you stating that they’re imported enough?
