This has to be one of the professional dance troops. Tunui's Royal Polynesians. A show where some one snuck in their phone? Or was it a small video camera. Usually they make you (ask at the beginning) to turn off cameras. In any professional show.

It's called "more" (moh-ray). It's made from stripped bark that's been softened and brushed out. You can buy a skirt like this from Aloha Hula Supply or a crafter on Etsy. They're quite expensive, $200 and up to get a really nice one with the tassels on the hip, but for JUST the skirt maybe $90?
