This is a clip from Spook Lass' "Taker Mode" mod for Spooky's Jump Scare Mansion featuring "Taker Kart". In this modded minigame, Specimen 9 (Taker) is always chasing you from behind by following the camera, and if he catches you, the minigame ends...as shown at the end of this video.
Also created by Spook Lass, the theme is a custom remix of Spooky Kart's theme, "Road Burn". A link to this remix is listed below:

Its a mod so, for a better experience while the chase is on they made the taker boss visuals, in the original video of taker mode you can see he's way slower and he has a funky ost, not the original taker ost, with a funky ost i mean its from a fnf mod named saturday scare (or something like that), its the instrumental of specimen 9's song so... in short terms: No its not normal they happen because the modder felt like it
