That "-și" in "a-și propune" is a dative reflexive pronoun showing you that the verb is reflexive and uses reflexive pronouns in the dative case when conjugated: eu îmi propun, tu îți propui, el/ea își propune, etc. In Romanian, there are also accusative reflexive verbs that use reflexive pronouns in the accusative case (i.e. a se spăla: eu mă spăl, tu te speli, el/ea se spală, etc.), so indicating the reflexive pronouns within the infinitive form (a-și propune, a se spăla, etc.) helps to identify the nature of the verb, if it's reflexive or not and what case it requires.
