The joke was about the garbage problem Puerto Rico has. It's a huge deal on the island. There's a lot of trash and garbage that's accumulated floating off land and it's been contentious amongst everyone, for the most part, on the island. We knew that's what the joke was about and had nothing to do with people. Unfortunately it was a joke that went overheads because people aren't familiar with this huge problem we have

Puerto Rico has a huge eco problem because they literally have a huge garbage / trash problem. They have unbelievable amounts of trash floating around the island.
