Dempsey negs all of them. 😭 For context, Dempsey defeated a being capable of conquering universes. He has a healing factor, as he can regenerate after being hit by Margwas in just about ten seconds, Lovecraftian beings that have superhuman abilities. Dempsey has virtually unlimited stamina, and is immune to any poison, as we found out the ingredients of Perk-a-Colas in Cold War, all of them having toxic chemicals and products in them (explosives, gasoline, etc.) Dempsey, also, canonically wields the Lightning staff, of which is capable of manipulating lightning on a small scale. Dempsey has superhuman durability and strength, as in the Origins cutscene, we can see that zombies are capable of ripping a human skull clean off of the stem, meaning they have superhuman strength. Later in that cutscene, we see Dempsey take out several of these exact zombies with ease, and, in general gameplay, can take several hits from these beings (of whom have no reason to hold back, mind you) and regenerate from them somewhat quickly. And this is all without perks, some of which can enhance his strength, stamina, speed, reflexes, and can even temporarily make him immune to damage and death or even save him from it. Wesker, at best, is a city level threat, and Dempsey scales much higher than this. While he isn’t shown to have matter manipulation abilities, he’s defeated inter dimensional beings (the Great War) and the Shadowman whilst not trying his hardest, meaning he’s far above city level. None of these include other weapons he can technically be considered wielding like he does in game, the only reason that being is that he never canonically owned anything but the Lightning staff and a few pack-a-punched weapons.
