You can invest in skillpoints in the rows you have already skillpoints in. You have to reach certain amount to get to the next row but it has not to be only from the row you are right now.
I don't mean to sound like a jerk but this shows very little about actual game play Ranger DPS. The samples are literally 10 seconds long in each spec. And Hunting is going to preform better than Beast since most fights have single target boss fights. But even hunting spec if the stability is managed right can do high milti target aoe damage. The stability is the biggest challenge since it does or can deplete when moving. I watched a guy do 52k dps and average like 20k as Hunting spec. I imagine he is in end game gear and has everything maxed out. But compared to 2-3K. I also do 3k in some raids as high as 4 burst but yeah was shocked at this guy O;o Anyway check out the video. @@johnnyb3338 If you get 3,5k dps without Fish potions and so on thats not that bad. You can imagine if you make 4k dps you're overall damage can't be that bad. I make the test without every potion. You're right that Hunting perform better in single target bossfights. After the Update BM dmg is really high as well.
