@@kiloklavdi1185 Jotaro has not yet developed the ability to stop time, but Jonathans distress (the Joeatar Curse) call gave all Joestars stands. Jotaros stand is pretty much the only stand capable of matching DIO at that time (also funny Star tarot card), he has used his stand for long enough to start learning to stop time during DIOs World, the final clash being the push for him enough to stop time for the first time. This is further supported by JOJO A GO GO, as Star Platinum and The World were the first stands designed by Araki, who were supposed to have similar abilities
