Murderous Bird goes on rampage on random people because they "Disturbed his master" Despite being miles away each, including a dog, old man, 2 17 year old's, a French guy and more. The bird then returns like nothing happened.

Question: from what i've seen cpus sometimes stand in one place and no matter the mixup will always block anything thrown at them. Can they block the unblockable setups for which petshop is so infamous?

Yes, they can! The AI does not care, once it enters a blocking state, it will block anything, even if you set a low/overhead unblockable.

Considering you never fight him in the story and the general unfinished nature of the game, I do wonder if they were meant to balance him further but decided to make him a hidden character last minute as a compromise.

Ah yes, the lovely Pet shop. In his natural habitat we can see that he is too op and broken and shall never be unbanned for his many 0-death combos accompanied with his group of birds named, projectiles traps, and broken supers. Whoever sets foot in his habitat, Dio's mansion, shall perish under his 0-death combos and his Stand, an Ice pterodactyl thing (Horus).
