What ? How was he nerfed in '99? Sure they removed his critical hits but his triple aerial kick got upgraded somehow and even in his quote he says "I just get tougher".

Un golpe demasiado poderoso que suele tumbar o dejar un instante inmovil al adversario para volver a atacar, es la caracteristica de Shingo en KOF 97 y mas aun en KOF 98, los únicos que apenas pueden sacar el CRITICAL HIT son Ralf y Yashiro, pero el único que siempre lo hace es Shingo

MentexxEnferma well not in bottom, but mid tier in '97 - '98 imo, since they nerf shingo in 99 to present he was at bottom tier :(
