I doubt it, since the data it receives is just text with no way to somehow rewrite memory (like they did with the pokemon and items). This is just passing on data

Actually not at all. There's another device connected to the internet and to the SNES via a controller cable. This device is sending the Twitch chat data via the controller cable to the SNES. The SNES was manipulated (through Pokemon Red) to read and display the data coming from the controller input on the screen.

Funny you mentioned this since just a few days ago at AGDQ 2017 they injected Skype into a SNES....

And now they injected twitch chat into Ocarina of Time.

I might be 4 years late but anyways the basics are they did something using TASbot called arbitrary code execution. They programmed twitch chat into the gameboy because of a bug in the game (the arbitrary code execution thing, you can also look up flappy bird in super mario world or just google more arbitrary code execution speedruns) and they connected the gameboy to a computer and the computer sent the gameboy the text from twitch chat.
