I...just got here and I have a fairly big collection of OST, doujin, and independent works from OST composers. And I've just heard of this a few days ago. I've heard a few songs here and there, but nothing that stuck with me like this and Tatsh. I'll blame the algorithm.
I figured it out. Around the time this came out, a lot of people stopped with Bemani/Beatmania. For me, I didn't bother coming back because sooooo much to catch up on. I think there was a fan falling out because of licensing? The name of the “girl” (that is just a speculation because they don’t say the gender on the wiki) is Licht and the guy is Killer (that is a alter-ego of Tatsh, the composer). Both of them appeared on Reunion and Xepher, and they were supposed to be part of an anime, that was canceled due to unknown reasons.
