I have heard tell, and know from my own experience, that simply making an educated guess as to what shims to choose, bolting the neck back on, tuning to pitch, and then checking the action, often leads to time wasted doing it over, sometimes several times. This can be particularly problematic when dealing with a 12-string that needs a fairly major correction. The method described in this video makes it possible to get it right on the first try.
