The fact that she wrote these songs back when she was 15 to 17 and she finally decided to put them on Taylor’s Version cause these were the songs which were supposed to make the album back in 2008/2009 but didn’t and her putting is basically her belief saying that only the artist knows what happens behind the scenes when making the album that’s why they should own their work

The “That’s When” POV is actually about Taylor needing to take a break from the relationship, but then asks when she can come back, and then Keith basically says she can come back whenever she wants, and in the last chorus she does come back and he lets her back in.
