I think Rocco probably fucked up one too many times and Vince's death made things too hot for him in Liberty. So Rocco, acting paranoid, decided to run from Liberty and settle with a contact he knew (Gianni) in Los Santos. Plus, no doubt the Ancelottis would be looking for him too for just disappearing. You can't pull that shit in the mob unless the boss tells you too. The fact that no one comes after Michael after killing him in my eyes enforces that Rocco's cut his ties with the mob. Since of he was still connected, killing a made man would have put a price on Michael's head too.
