I work in the Gig economy and under Trump I didn't receive a 1099 unless I made more than $25,000 a year. Under Sleepy Joe's admin all gig workers got a 1099 when we cleared less that $1000 - the tax burdens are harsh on those living on the low end.

All tips that are NOT CASH wind up going through the employer before they can get into the pocket of the employee; today, thanks to debit/credit and phone apps, that's the vast majority of tips. Just how much trouble do you think an employer wants to be in with the IRS for false reporting, when there's an easily traceable record of all non-cash transactions? I’m totally disagreeing with TIPS, This is like begging on the streets, companies should be forced to pay fair wages. I love Disney parks, McDonalds because TIPS are prohibited. TIPS makes employees provide MEDIOCRE service, increasingly requiring the customer to pay high additional percentages for the purchase of products or services.
