Wicker basket
teddy bear
4 wooden dowels (3 foot)
1x 24"/36" latex balloon, inflated to approximately 24" depending on size if your basket.
80 to 100 11/12" latex balloons inflated to approximately 7". Depending on the size of basket to amount of balloons you will need to cover the large balloon.
Approximately 40/50 5" latex balloons.
10 x 260/160 modeling balloons
cable/zip ties
balloon pump

Your welcome. Colours I used sempertex latte, white sand, pastel pink and pastel blue, Kalisan retro white and hazelnut.

Thank you. I'm not sure , it would need some sort of support or could be hanging if there's something to attach it to.

@ypddaniels2761 your welcome. I don't think that would work with the big balloon in the centre, could maybe work with the topiary method, then you can slide the centre pole through the topiary.
