Strangely the EU did try free ports, but they were considers to be a waist of time, as inport & export tax does have to be payed at some point & any manufacturer will get away with paying even LESS tax than they do now, which will upset any other country the products are being shipped to, so tariffs will get higher. To pay for all of this "levelling up" requires mass amounts of spending of money the country does not have. Don't forget the Covid debt has to be paid back. The Treasury have said "levelling up" requires a lot of borrowing, which will push up inflation considerably and leave the gov with little choice but to raise taxes. The books have to be balanced, don't want another recession
