There's nothing in Halacha that forbids a woman from wrapping teffilin or tzizit. In fact some rabbis like the Rambam even say that if a woman wishes to do this, she shouldn't be stopped. Unfortunately Orthodoxy places emphasis on tradition rather than Halacha and have forbade women from doing this because "only men do this".
@SUMMED ude I'm afraid someday soon they will require to have the Brit Milah looking for "equality." This is so sad not only because the facts you wisely pointed out here dearest @summed but yet because women and man are beautiful and have Holy duties to find Hashem, without all this k-r-a-p ideology. ai ai ai... women aren't forbidden, but it's not required. there was a great rebbetzin who donned tefillin but she did so in the privacy of her home and she was also a major tzadikke. the general consensus is no, women do not wrap. and i'm sure there are other practical issues of unlcean days, etc when a woman should probably avoid this.
