Testing the operation of a 2007, 2008, 2009 ford (explorer) fuel pump and driver module 

It was the pump. When i bypassed the relay, i could not hear the pump at all.. so i was pretty confident that the pump was the issue, and it was.

if there is 12 volts to the pump, and its not running, there is little chance the pump is good. just measure to make sure there is 12v at the pump connectors (across the two jumpers)
