Chick hired them. Used their labor. They laundered the money through that franchise. This is what they wanted, this is what they got. Also, his wife had to turn him in. To much pressure from that community. They don't want the police snooping around. Brings to much heat. Life or death, it doesn't matter, they still owe money to the "mules." Now do you get what happened?
