Just a super dead battery, you gotta drive it every week to keep the battery maintained or plug it in to a trickle charger if you are lazy. Keep rusty as long as possible and start saving up now for another used minivan in the future like a Toyota or Honda :)
Go to the scrapyard they sell used batteries which they test to make sure they are still good and you can get one for around $60 if you want to keep rusty for bit longer.
Ken you can check a few things for battery draining, disconnect the negative. terminal and see if there is a tiny spark or tap the terminal to the battery and check, if no then the battery is getting weak and probably needs to be changed. ( Buy at Costco ) best warranty, If yes to small spark then unplug all the USB or Cigarette 12V plugs and check as they can cause a draw as well. You showed the battery voltage as 11.9 before staring. What you can do is re start Rusty and then do the same voltage check and should be 13.2 to 13.9 while running, This would meant the alternator is good, you can turn the lights on to check the output as well to double check. I suspect that the battery is on its last legs and probably time for a new one, Hope this makes sense. Also if your going jump start any cars using a car and not battery pack. Always turn the headlights of the good car on so if the back feed of voltage from the bad car can cook the ECM of the good car.
All cars still draw a small amount of power sitting still you need to drive them a bit each week or so especially if the battery is more than 3 years old.... Best thing is to get a trickle charger on it, my friend has expensive newish cars that sit, all the batteries go dead after about a month no driving... Trickle charger works In my opinion
Put Rusty on a automatic trickle charger and it will be ready whenever you want it. The new camera really swings around a lot. Gives me motion sickness 🤢🤮
With all the new fad electronics (electric dashes, etc), I'm guessing cars nowadays cannot sit parked for prolong periods of times (3 weeks in your case). I know older vehicles back in the day could sit for a few months. My neighbour who hasn't driven for years always gets her car moved (driven) by a family member every 2 weeks or so. Why she just doesn't sell it beats me.
Ken I missed that Rusty you go Southampton Rusty I want you go camping in Rusty again if you keep that damn charged up use it more often does animal keep on running then you can go camping more often then you go camping and Rusty again I miss Rusty ken
