14 was considered legal adult then. Then in 60s went up to 16 and in 90s to 18. However certain crimes like that were not graded up to adult status if under criminal law adult age until late 90s.

For sure. Especially if they are psychopaths.

The main problem I have is that I can't trust the State to mete out actual justice. Governments have a history of locking up (or executing) people for personal or political reasons. It has always been thus. On the other hand, criminals are predators and one of the jobs of the modern State is _supposed_ to be the protection of its citizens. The way they go on about how we need to give up our freedoms because terrorists, or some foreign power may kill us bears out this responsibility...or maybe they're just lying and are actually the enemy and couldn't care less about our personal safety and property? I think people convicted of multiple crimes need to get the rope. The chances of being wrongly convicted multiple times is slight at best.
