This was probably used as a failsafe for when people tried to bypass the streak timer cooldown by changing their timezone

I think the reason why you didn't get ghe jumpscare is because of the age of your account, for example if you set your account to the age of 10 or lower then it would tell you the timezone thing but if your account is aged 13 or more then the jumpscare will happen
