They’re special weather manipulation satellites, created by the Emperor for his the first part of his Contingecy plan known as Operation Cinder. It’s basically his big “fuck you” from beyond the grave. He had some of his most loyal officers bring these satellites to Imperial worlds which would cause massive storms that would annihilate the planet’s surface, rendering it uninhabitable and wiping out its population. It was basically his posthumous punishment for failing to protect him and keep him from dying. Operation Cinder was supposed to culminate in the Battle of Jakku with one of Palpatine’s most loyal assets tossing these Sith artifacts down a chute in a safe house he had there that went directly to the planet’s core and would cause it to explode, destroying what remained of the Imperial Remnant unworthy of joining the First Order and the Rebels-turned New Republic before it could really take off, basically a scorched earth plan that would leave the galaxy in chaos and ready for the First Order to steamroll in and reconquer the galaxy or at least take control long enough for his true plan, the Sith Eternal/Final Order to be readied and deployed
