Hot Rod magazine editor Gary Baskerville coined the phrase in the early 1990s. He got the idea of it, mainly from "Rat Bike" which that term been around since the 1930's. Meaning a bike that looks like trash, or is painted all one color. From Dictionary.com "A rat rod is a custom car with a deliberately worn-down, unfinished appearance, typically lacking paint, showing rust, and made from cheap or cast-off parts." Mostly a modification of a Hot Rod.
