It's GTA IV's graphics engine - yes. But the buildings are actually imported from Vice City.

Depends dude if you have a decent video card and a decent CPU, it might run on 4gb, but you should buy 8 GB.

I have doubt Why all modders mod older GTA Games in GTA IV engine or in GTA IV style rather than using GTA V engine or GTA V style ? Is there any particular reason ?

Cuz GTA IV is the Best Game Not Only compared to graphics But also Gta Iv Has the best Physics Animation , And the vehicles are also awesome and Shooting is also realistic than compared to GTA V , GTA V also Good and GTA V graphics more good than GTA IV
