Actually... They broke everything they could First name only for engaged couples - ✅ A lady must not be alone with a man - ✅ Forbidden letters for an unengaged couple - ✅ Refusal to dance is prohibited - ✅ Holding hands is prohibited - ✅ Rule about engagement -

I think for Penelope and Colin it’s because they have been friends for a long time and Colin doesn’t see Penelope as a potential partner, he sees Penelope more like a sister at first.

The bit about the first names....I think that's what adds impact to the moment in season 2 with the accident when Antony is shouting "Ms. Sharma, Ms. Sharma" but as she falls he suddenly screams out "Kate!", kind of betraying his feelings for her.

It also shows how intimate Penelope and Colin's relationship has always been. They've only ever referred to each other by their given names, and in Colin's case he usually refers to her by a nickname which would have been even more presonal.

Yes, that always is significant in any of those period pieces. Using a proper title and last name shows respect, using first name is for family and close friends only.
