Option 2. Because the one that is closest to land is always the inside. So on Carnival’s pier it would be left is outside and right is inside also. Whatever is closest to land is inside.

Dos. If the piers were inside a harbor, I would say the outside pier is on the side closest to the harbor entrance. In this case, the pier furthest from land would be considered the outside pier.
Option 1 - - PLEASE do two things: (especially since you are talking about Cozumel, home of the drunks and the pier runners) - - As one of my very very favorite RCC captains once mused: "I've never left a guest behind on the pier. Now - - some guests have CHOSEN not to continue cruising with me." :) WHAT goes into the captain's decision of whether to leave a guest??? MOST important question!!!! Option 1....inside... I can see the way of thinking, but if I had a choice would be 1. On your map outside pier shows two shallow areas to port. I take inside some what of a shelter.
Speaking of confusion, I used to fly our corporate aircraft into Grand Cayman where, back then, they had no radar. ( everywhere else did, just not them) So the official approach was to fly the east side of the Island till we could see the large oil tower, then turn left and fly over the top of the cruise ship(s) and you’re lined up with the runway. By the time we passed over the cruise ship we were about 100’ above its stack. I’m sure it gave the crew quit a stir.
Option 2. In this case, I would think inside relative to the land and the water. So you are closer to the land and inside a channel or whatever the situation is.
Option 2 seems to be the outside pier in my mind. I hope knowledge of the port removes any doubt as to the ambiguity. Otherwise it could be costly in so many ways. Why is there not standardization for this in the industry?
Your pier should be referred to as east pier. From there you would have East inside pier and East outside pier. Then I would go with land location. So option 2. East outside pier is on the ocean side. East inside pier is on the land side.
Option 2. I have a question. Can you talk about why the design of the bow on the Beyond and also on the Icon? Was it for efficiency or for a cool looking design? Noticed that the new NCL ships are doing the same.
I grew up in a sailing village on a peninsula. We would refer to locations with respect TO THE WATER. Definitely Option 2. This is not a new debate. The road on the east side of the peninsula is West Shore Road (as it’s the west shore of the harbor). On an adjacent peninsula, home to a different US maritime academy than your alma mater, the road on the east side of the peninsula is East Shore Road.

I remember Captain Leo had to relocate Celebrity BEYOND to another pier in Jamaica after the ropes were already tightened⚓😮😅. I don't know if you heard about it. This was during the last time when you were on vacation. 🎉🩴🌸🐚💕🕊️🫒🍀😎✨
Why are so many Ships hitting the Piers? It seems to be a LOT more frequent. Are there Financial Consequences to the Bridge Officers when there is a Collision? Closest to Land is Inside.

Option 2. The inside position is trapped in by the pier. Imagine for a moment that the 30-45 degree bend in the pier was instead a right angle. The outside position could in theory drift sideways out to sea while the inside would require very specific maneuvering to depart.
