Over the last several years, a global pandemic, extreme weather, a war in Europe, and an increasingly aggressive China have dramatically changed Australia's domestic and foreign policy landscape. And yet, the last time Canberra released a national security strategy was in 2013, relying instead on intermittent defense and foreign policy white papers. Australia's recently released Defence Strategic Review calls for a biennial national defense strategy, but says nothing about how defense strategy sits within larger national security efforts, nor how such a national security strategy would be organized, structured, or implemented.
Would Australia benefit from institutionalizing the writing of a national security strategy? What are the advantages and drawbacks of having a regularly issued national security strategy? And, what would such a strategy prioritize and seek to do?
