Without seeing the patient, it is impossible to tell for sure. If the dentures have been worn all day long for several weeks with the problem persisting it is possible that the lower teeth might be positioned either too low and/or too far inwards toward the tongue. There are other possibilities, but a clinical exam would be needed to determine the true cause. Best for the patient to go back to the dentist for a check.

The BULL rule/guideline is an acronym for "Buccal of Upper, Lingual of Lower". It suggests where to adjust occlusion when there are a premature contacts on the inclines of opposing cusps. The guideline makes sense in centric position in that it tends to preserve the centric cusps in both the maxilla and mandible. In lingualized occlusion with balanced articulation in excursions, if you are attempting to have both working and non-working contacts, the non-working contacts are going to be on the inner inclines of the BUCCAL cusps of the mandibular (LOWER) teeth. You would want to lighten/shallow those BUCCAL contacts if the non-working contacts are too heavy, rather than adjust/reduce the centric cusp tips, which might eliminate your centric stops. So, in centric position the rule can make sense (use it as guidance, not an absolute rule), but in excursions you should make judicious adjustments where it makes the most sense.
