Why not? The police know they can’t arrest and charge her for the crimes they suspect her of because the witnesses keep disappearing. They also know that if she’s in town, it’s likely because she’s planning another heist and will get away with it again. Therefore, they're telling her to leave as a way to protect their interests, not hers.
Seems like she got away with a dozens thefts and she had connections to get rid of witnesses. So they don't want her in their city for safety so they just said we'll have an eye on you while you're here or you can just leave.
That's how the law works. If there are no witnesses and no proof she did it even if everyone knows she did, then she walks away for free because it counts as allegations.

Even being a suspect of just 1 will guarantee that you'll no longer have such a free life at all. And imagine how many rich and powerful people she would've offended to perform 40 bank robberies. She'd be longg gone.

Plus as said and inferred, if she can wriggle her way out of high end robbery trials, and have witnesses "disappeared", suggests it would not be safe plus a waste of time and resources to detain her in an unplanned manner like that.
Because it's a TV show, not a documentary. In reality, every lawyer would leave her instantly, because the moment she's been caught speeding, she would be going to jail for ALL the crimes she supposedly did, because there's no way left to make any jury believe she's not a criminal character.

She committed went 70 in a 40 zone, admitted guilt of her speeding, and when her docs were ran she had 40 high end robberies and, they...cited her? How does that make any sense?
She had a big heist planned for an upcoming city event, but had to kill someone to get info. With multiple city events upcoming, this is why they chose to tell her to leave instead of tying up resources tailing her, etc. While investigating the murder, the police figured out which of the city's events would be the target of her heist, thwart her plan, confirm her direct involvement, and finally actually arrest her.
Those two used to date before they were famous. They lept it wuiet because the fans would have lost their collective shite & they didn't want that spectacle.
sometimes i kinda find it really ironic that with all the protection cops has for doing blatant corruption (ie like unwarranted search, false arrest, manslaughter, or forged evidence) some of them somehow didn't think to utilize that to go robin hood and abuse it to do the simple thing as to imprison someone like this

They tried to convict her of a crime and failed because of a witness disappearing. Offically, she's not guilty of anything. They're telling her to get the hell out of their town because she's not welcome.

Why would they arrest her? Her traffic stop isn’t an arrestable offense, she doesn’t have a warrant, and she didn’t do anything illegal during the stop like lying about her name or trying to flee. When her name is run, it only shows she’s a suspect in past investigations of bank robberies and heists where no charges can be or have been brought because the witnesses have all disappeared or refused to testify. Being a suspect in an active investigation isn’t a crime in itself; the police need proof to arrest and charge someone. In this case, they lack that proof because the witnesses are no longer available and they have nothing else obviously. So, they can “suspect” her all they want basically but big deal if they can’t back it up with anything
