The Cop & The Scammer - REAL Phone Conversation!

On Feb 27, 2015 - Sgt. Guerra of VPD received a phone call claiming to be from the IRS. He knew it to be a common scam, so he decided to call the number back and document it. What happened next was completely unexpected. He had this to say:
It’s not often that I find myself speechless, but this was one instance that I was a bit tongue tied at what transpired. If you’ve watched the video, you know now that I was able to get a scammer from Pakistan
on the phone that was brazen enough to give me step by step details into how their scam works.
Several things happened throughout the course of this video that really caught me off guard:
1) The conference call situation. I was not expecting this and I’ve never heard of this happening.
2) I apparently am completely incapable of saying the phrase “Green Dot Money Pak”
3) Most shockingly, even more so than the scammer’s willingness to give me details on the scam was when he became polite and apologetic for his poor English.
4) They are very much aware of the limitations and jurisdiction enforcement issues placed on law enforcement and really have no fear of repercussion. They literally have NOTHING TO LOSE.
So as I mentioned in the video, here are the details on how this scam works:

Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or driver’s license. In many cases, the caller becomes hostile and insulting.
“This scam has hit taxpayers in nearly every state in the country. We want to educate taxpayers so they can help protect themselves. Rest assured, we do not and will not ask for credit card numbers over the phone, nor request a pre-paid debit card or wire transfer,” says IRS Acting Commissioner Danny Werfel. “If someone unexpectedly calls claiming to be from the IRS and threatens police arrest, deportation or license revocation if you don’t pay immediately, that is a sign that it really isn’t the IRS calling.” Werfel noted that the first IRS contact with taxpayers on a tax issue is likely to occur via mail.
Other characteristics of this scam include:
 Scammers use fake names and IRS badge numbers. They generally use common names and surnames to identify themselves.
 Scammers may be able to recite the last four digits of a victim’s Social Security Number.
 Scammers spoof the IRS toll-free number on caller ID to make it appear that it’s the IRS calling.
 Scammers sometimes send bogus IRS emails to some victims to support their bogus calls.
 Victims hear background noise of other calls being conducted to mimic a call site.
 After threatening victims with jail time or driver’s license revocation, scammers hang up and others soon call back pretending to be from the local police or DMV, and the caller ID supports their claim.
If you get a phone call from someone claiming to be from the IRS, here’s what you should do:
 If you know you owe taxes or you think you might owe taxes, call the IRS at 1.800.829.1040. The IRS employees at that line can help you with a payment issue - if there really is such an issue.
 If you know you don’t owe taxes or have no reason to think that you owe any taxes (for example, you’ve never received a bill or the caller made some bogus threats as described above), then call and report the incident to the Treasury Inspector General for Tax Administration at 1.800.366.4484.
 You can file a complaint using the FTC Complaint Assistant; choose “Other” and then “Imposter Scams.” If the complaint involves someone impersonating the IRS, include the words “IRS Telephone Scam” in the notes.
Taxpayers should be aware that there are other unrelated scams (such as a lottery sweepstakes) and solicitations (such as debt relief) that fraudulently claim to be from the IRS.
The IRS encourages taxpayers to be vigilant against phone and email scams that use the IRS as a lure. The IRS does not initiate contact with taxpayers by email to request personal or financial information. This includes any type of electronic communication, such as text messages and social media channels. The IRS also does not ask for PINs, passwords or similar confidential access information for credit card, bank or other financial accounts. Recipients should not open
any attachments or click on any links contained in the message. Instead, forward the e-mail to phishing@irs.gov.

My favorite trick is to tell them (in a quiet and frightened voice) that I've been kidnapped and I'm being held against my will and I don't know where. I whisper "Help me", then scream and say in a deep voice "you will be punished for this" and then hang up. Hopefully it will fill their minds with worrying thoughts and ruin their day.

Two things come to my mind when I get a call like this: It's a scam, and the IRS would never just call without sending anything. or They discovered the $40 I made that one time was undeclared, and they are not going take me or my money alive.

This happened to my parents and my dad called back and started yelling at them and the guy said he's calling the police in is for this and my dad said do it and nothing happened. The IRS only sends notices through mail not phone calls.

You are awesome!! I loved it! I'm a former newscaster and journalist. Some guy on Facebook trying to scam me said that I won $500,000 and I had a lot of fun with him today! He was totally freaking out at the end. LOL I have a brother that works cyber intelligence and also consults with the FBI so this poor guy by the end felt like my brother was going to be knocking on his door LOL these videos are extremely satisfying to watch! I got the IRS scam call once before. a co-worker overheard me while on the phone with them while I was on break and she told me it was a scam. Once I was aware of the situation, I asked to speak to a supervisor. They hung up on me immediately. I called back and a woman answered and I asked the same thing. This time she said she WAS the supervisor, so I insisted to speak to HER supervisor. She claimed there wasn't one. I asked for her supervisor again and she hung up on me. Later on I reported the number via the complaint agency website. So basically, if you question them like that, they'll hang up on you.

I am from Pakistan and I know English accents of Pakistani people very well... This guy is clearly from India and pretending to be from Karachi Pakistan ... All the scam calls I have received are from people having Indian accents.

KillerBeast he is indian for sure....i got the same scam as this officer. They come from india. Being a Pakistani myself I abused the scammer in Urdu/hindi and from his accent I knew he was indian - probably from Kolkata (where a lot of the IRS and Microsoft scams originate)

It's unsettling how cavalier these scammers are about stealing people's life savings. They openly identify themselves as scammers and act like it's just one of many jobs that a person can pursue.

Two things to say: I was cracking up laughing at his facial expressions, but this video reminded me of something... For some reason... My house phone will NOT STOP receiving these calls, and they live by the name of "TOLL-FREE-CALL". They're getting so annoying that I'm ready to throw the phones out the window!! They're claiming that they can "decrease your credit card interest", and other junk like that. I am not in charge and in control of the house, so my family will sometimes answer them. Probably because of that, we will NOT STOP getting them until they get their way and we accept the stupid scam. we're NOT going to accept it, were going to get to the bottom of it, and make them NOT call to us anymore. Sorry about the caps...anyway, is anyone else getting phone calls by that name, and can they help me with it?

JohnnyBoy98 Depending on which phone company you use, you can see what the process is for blocking the numbers they are calling from. It varies from each company, but is a simple process. You may have to block multiple numbers and it make take some time, but it might help. You can also look into getting the number put on the National Do Not call registry. www.donotcall.gov/ - Hope this helps! -Sgt G

JohnnyBoy98 I get calls almost every day and often several times a day from Consume Credit Service. I've blocked six of their numbers and now they're calling with ID "Survey Info." I'm starting to get irritated and I'm tempted to get a whistle and break someone's ear drum. I'm on the Do Not Call registry. It doesn't matter.

DancesWithBears Well, I told it to Sgt.G and I'll tell it to you...I may have a large mind in Computer Science...But not in telephones. I don't even have a cell phone yet. If I would've known this would be so complicated, I wouldn'tve asked for any help. I have a house phone, and until I was 12 I was told NOT to touch the phone. And just to throw it in, I overheard my mother saying "No I don't take international calls. (Pushes end button)" That's very suspicious to me, considering lots of Indians take the job of scamming (NO RACISM INTENDED)

I actually work for the IRS & it breaks my heart when we get calls from taxpayers who fall for this scam. Personally I like it when they call me claiming to be from Microsoft. I let them access my computer, which all they gain access to is my Virtual Machine, which has various fake documents such as Bank Statements, Credit card information, etc. And the actual contents are pictures of Meme's; If I can I try to get their email address so I can "Send a picture of my error" which I actually email them a picture of their own desktop by reversing the trojan they install on the machine. So every time they hit capture screen, it redirects it back to their own screen, email also has their IP Address attached and tell them if they don't refund everyone from their paypal account I will do it for them. Although I don't really have their paypal information they still panic and do it.

But you doing a good job man, I wish departments would be given resources to persue these scammers. Thank you for making this video, I am a caregiver for an elderly lady with dementia who is constantly getting scam calls. The family pretty much refuses to change their number and this video helps calming her down and realize that they are just trying to scam her.

One thing to remember to protect yourself: your bank or the IRS, Social Security Administration NEVER call people requesting sensitive information. They also do not email you requesting it. They only send notices.

I'm not a fan of cops but I respect what this cop is doing to raise awareness about these horrible scams. Instead of giving people tickets for license plate frames, seatbelts, etc. to meet his quota, he's doing something a cop should be doing, helping out the community. Hats off to this cop for doing his actual job protecting and serving his community from these scammers instead of handing out bullshit tickets.

I just was talking with Trooper Germany D.O.T. officer. His sergeant is in Victoria... thanks for the info. I live in Karnes City and we have been getting weird phone calls with Filipino and middle eastern accents. I toy with them also... keep posting this stuff it does help...

That's remarkable that you actually had one admit to it being a scam. I have had multiple calls from "IRS" "Microsoft", and other types of scam and none have voluntary devalued that they are scamming people. Makes one think.

I had a call similar in November of 2014. Message was automated. Me being a somewhat intelligent person immediately googled number they said to call and knew it was a scam. Then called the IRS to inform them. Its amazing how many people fall for this shit. IRS will not threaten over phone.

Thank you so much!!! I had a call like that and I think they got my phone from a resume I posted online. Luckily I put only a part of my address, so when they confirmed my address they didn't know it all, and I was able to know that it was a fraud. Once I googled the phone number I saw that it was an unsafe number with fraud. Thank you so much for putting my mind at easy, and keeping us informed. Bets regards.

@ Victoria Police Department : What are the odds! Ha, thanks so much for setting up to have it recorded. Not implying I would fall for the scam, but it's awesome to see a police officer get such a call, and even better to see how well you handled yourself, the demeanor alone is very helpful! But have to say, this was rather amusing to see them call up a police officer at work! Thanks again Mr, and thanks for your hard work and for giving a great example of a law enforcement officer.

Officer Reaching out to citizens via youtube on issues such as this, is a great way to help people stay informed. If all of law enforcement had their own websites with videos such as the one you did here, we may be able to decrease some of the damage these scammers do. Thanks SET
