The dangerous intersection at Valencia and 23rd St in San Francisco

One Wednesday morning around 8am, I brought my GoPro to the intersection of Valencia and 23rd Street to document how dangerous it is for cyclists and pedestrians. This has always been a sketchy intersection, but now it is the point where cyclists are forced to cross-over from the side of the road to the protected-bike lane that runs through the center of the road.
Most of Valencia feels so much safer since they eliminated illegal double-parking and added the protected bike lane, but this section is still a disaster. The primary issue here is cars running red lights. Drivers also pull into the bike lane to make right turns, and they often speed to cross the intersection after it has already turned red.
As far as the bike lane, it can be improved by moving it between the parked cars and the curb (aka "parking-protected lanes"), but that's only a small step. If we are being honest, the bike lane isn't the problem. It's reckless drivers. We need streets and intersections that are safe for people.
After watching this video, please reach out to your favorite businesses on Valencia Street and ask them to support curbside protected bike lanes (between parked cars and the sidewalks) and to take steps to pedestrianize Valencia Street. bettervalencia...

A few folks might be rushing to type "we need more enforcement.". That's true, but not a realistic solution: 1. SFPD have been on a work stoppage since the George Floyd protests of 2020 www.jwz.org/blog/2024/02/today-in-acab-2/ 2. Traffic enforcement historically starts strong, then gets abandoned. In simple terms, cops are there to issue a ticket after someone has already been run over. That isn't a long term fix. We need to make physical changes to our streets to make them less car-centric and safer for everyone.

Which makes their response REPULSIVE! The US already spends far less than other western countries on law enforcement. "You get what you pay for!" applies here. You get less. You get lower quality. You get mistreatment. You get murder. I'm so sick of the scofflaws I see now a regular occurrence in the Bay Area now. It's insane how drivers have been emboldened even further to take OUR Lives in their irresponsible hands. So I guess if we won't accept racist, good-ol-boy, violent cops, we get no cops at all! Typical. CA may be forced to allow concealed firearm carry. If and when they do, you'll have a LOT of armed cyclists. I'll be one of them who will be more than willing to defend my life with effective deadly force.

Given the lofty promises of Vision Zero (no deaths), this vid shows scofflaw drivers are not getting the 'safety message'. If you let 'bullies take over the school', they will go where they can get away with their behavior.

Vision Zero had too much education. Education doesn't work. People default to their instincts to how they behave. Instead focus should be on physical barriers, separation and traffic calming features that change behavior on an instinctual level ie making people scared to scratch their cars and dent their wheels. I wish I was kidding.

Dude...I feel all this...I cycle...ride a motorcycle...and do some Uber in Los Angeles and yeah it's a scary place and laws mean nothing.

To be fair to the drivers turning from the bike lane: on most streets with bike lanes on the side, drivers are legally required to merge into the bike lane to turn right. CVC 21717 says: > Whenever it is necessary for the driver of a motor vehicle to cross a bicycle lane that is adjacent to his lane of travel to make a turn, the driver shall drive the motor vehicle into the bicycle lane prior to making the turn and shall make the turn pursuant to Section 22100. I don't see any arrows or signage that indicates that drivers are allowed to turn right from the center lane (nor any signage that indicates that right turns are prohibited), so it's unclear if drivers are supposed to turn directly from the center lane. It would make sense that they are, given the light pattern here, but I think it's reasonable for drivers to have differing interpretations of how this intersection is supposed to work. Lots of room for improvement!

This is one of the areas that I think a physical barrier is the best solution. I don't believe any amount of signage will keep most drivers from turning into this bike lane if they want to. Some drivers aren't paying attention, others don't care if they are breaking the law. The goal should be to make it as difficult as possible for a driver to put cyclists or pedestrians in danger. If this lane is for bikes only (which is currently is), concrete barriers or metal bollards would be far better at preventing drivers from using the wrong lane.

If only the SFMTA would install actual concrete barriers to separate cars and bikers, this would all be avoidable. Traffic cameras would be nice too.

Physical solutions are the way to go. We need to assume a high percentage of drivers will ignore the traffic laws, and do our best to physically prevent them from being able to hurt others in the process. Traffic lights will help punish them after they've been reckless, but barriers will actually save lives.

It seems like some of the cars running red are going when the bike light turns green. Either they don't know it's for bikes or they're just using it as an excuse to cross early and just play dumb if they get questioned by a cop. Vice versa for cyclists. It's honestly confusing when I first tried to cross this in the city by bike. I think they should make the signage vastly different for bikes, both color and shape, if they want total separation of traffic commands. Green meaning go for cars is too strong a pyschological response IMO, along with the bike shape not being clear if people are driving with impaired vision. It's like the same reasoning as to why crosswalk "go" signal is white and smaller shape/ lower to the ground. But that's just my take on lights... idk how to deal with the lane-side switches x-x

Um, the cyclist @2:03 slowed and stopped b/c he was coming to a red bike light, not because "he was sensing something". So, good job, dude in orange, on a black Aventon e-bike

The entitled drivers blowing through the red light need tickets. And the side running bike lane wasn't nixed because of parking loss. It was because of all the parklets. There were still about 50 parking spots removed when the center lane when in.

The curbside bike lane was always designed with parklets in mind, so that was never an issue for designers. You can even see the curbside bike lane moving around the parklet at Four Barrel Coffee (on Valencia and 15th) with no issue. When the SFMTA announced the center running bike lane in 2023, they cited store owner's concern about lost-parking as the key reason they switched to the center-lane design, not parklets. Only 18 parking spots were removed due to the center running bike lane. The rest were removed due to state wide changes that went into effect at the same time as the new bike lane was being built or were simply made into temporary loading zones during certain parts of the day. Since the state-wide parking changes were made at the same time as the protected lane was built, many folks thought the bike lane was removing more parking than it actually did.

Good point about the new state daylighting laws requiring parking removal. But the issue here is because of the parklets. If there were no parklets, Valencia would have side running lanes. Wiggling around all the 40 or so parklets like on 15th seems ridiculous and what happens when a parklet is added or removed? I can't believe SFMTA is actually considering putting bike lanes between parklets and the sidewalk. Seems completely unsafe and a non-starter with all the bike and pedestrian traffic on the street.

Great video. Thank you for sharing. Amazing no one was hit or injured. That said, it's a shame you continue to say things like "the car is creeping forward." Please change your vernacular to DRIVER. Drivers drive, behave, make choices, decide to obey or break the law. When we refer to "cars" doing this, we dehumanize the behavior behind the wheel. Drivers are the ones doing what you're seeing. Cars are inanimate objects that move as a result of PEOPLE. Thanks. This is ALMOST as bad as calling crashes "accidents." Never should a person interested in street safety use this word. The best words are "crash, collision or wreck." Never, EVER use the "a" word. It's a misnomer that acts to IMMEDIATELY confer innocence upon the responsible party. It acts to remove culpability on a group of scofflaws who HABITUALLY break the law. About 99.99% of drivers break the law EVERY TIME THEY'RE BEHIND THE WHEEL. So let's not excuse egregious behavior behind the wheel before we know any facts or circumstances. And your video shows just how egregiously drivers behave behind the wheel. Red light running deserves severe consequences. I vote for immediate vehicle impound. Time to take MORE DIRECT ACTION in defending our lives and well-being in our PUBLIC places. One school morning, I decided to visit the four-way stop intersection a block from my kids' elementary school to observe drivers. Do a little survey of who actually STOPS at stop signs. After about an hour, I found that 93% of drivers didn't stop. NINETY-THREE percent couldn't be bothered to obey the law. The vast, VAST majority felt stopping was optional. Only 7% actually STOPPED. Perhaps they knew that this is a busy street only a block from an elementary school, so they decided to stop. And drivers will whine ENDLESSLY about cyclists who don't stop at stop signs. Well, most drivers fail to do the VERY.SAME.THING! But they're in insulated cocoons that weigh 4,000 lbs. with 300 HP. No wonder drivers kill about 40,000 people every year, and injure millions.

And... 100% of the cars driving down 101 right now are breaking the law, because they're all going over the speed limit. Who cares?

@@danwhaley_ especially in the rain! If you combine speeding, stop sign rolling, right turn rolling, and phone use, you eliminate 99% of drivers from being "law-abiding." They simply cannot be expected to behave responsibly.

@@dudeonbike800I’m a driver and a cyclist as are many. But you’re not winning me over. When pot was illegal I smoked that too. I’m not sure what’s legal or not is the nail you want to hang your argument on. The problem is people being unsafe- not California stops or driving 5mph over the posted limit.
