The catastrophic weather events in Horizon Forbidden West, including the heavy rains in this quest, are due to the malfunctioning of the terraforming system created by the ancient AI, GAIA. With GAIA’s subordinate functions scattered and out of control, the planet's climate and ecosystems have become erratic and dangerous.
