THE DIVISION 2 PVE BUILD YOU SHOULD TRY! NEGOTIATORS DILEMMA IS AMAZING & HERE IS HOW TO BUILD IT 

What is your favorite green GEAR SET to use?

I have been running this for about 1-2 weeks now and I have found that Gunner spec, 4 peice ND (Chest/Backpack/Holster/Mask) with Contractors Gloves, Fox Prayer Knees works great for me. For weapons I use MG5 Infantry with Fasthands (better sustained DPS) or Strained (higher alpha/clip damage) and a M1A Classic with Boomerang, works great. For solo play, 60% Crit chance is a must, after that as much Crit damage as you can squeeze out. If in a team with a Coyotes mask user you could drop your base Crit chance to 50% and run some extra crit damage. When in missions, on the initial fire exchange get as many targets marked as you can, fire your LMG into a group of enemies, it doesn't matter who you hit as the first 1-3 seconds is about getting those Dilema marks on before they run to cover, the MG5 does very well given the crit chance and ROF you posses. Then it's just a case of picking a suitable target to be your "Crit anchor" if you will... Dogs/Tanks/Shields work great as they don't go into cover which allows you to utilize your Fox Prayer Knees Out of Cover damage, the crit spread will decimate the weaker targets which have likely fled to cover somewhere out of sight which leaves the other single target DPS players to focus down the tankier stuff also. It also excels at the NPC reinforcements as these NPC groups typically run in together at close proximity or better still... from a single door, THIS is where this build really shines. This is a pretty busy build as you need to be constantly marking to maximize the builds potential, I find it highly rewarding to play. I only run M1A as a fall back weapon, I'm LMG 95% of the time. For legendaries I ran this alongside 1 healer, 1 CC and 1 single target DPS player and it worked better then I had hoped. the CC'd targets are so easy to mark up and damage, the CRIT spread is outstanding. The guys I ran with were sceptical about the build when I told them what and why I had put it together as they were all about the Glass cannon M1A meta this is so persistant. By their own admission they were impressed with its ability to deal with adds.

This IS my favorite build at the moment. 51% crit chance (max crit with coyote's mask) 154% crit dmg (185% crit dmg full Hostile Negotiations stack) * I will run glass cannon or obliterate depending. * I run a rifle/lmg with Strained and with max stacks add another 50% crit dmg. INSANE! Use this with Pestilence and you can take out packs of mobs fast! Works best WITH the backpack where the damage done to marked goes from 60% to 100%.

I'd switch to use the chest piece and backpack because otherwise you're missing out on some MAJOR perks from the gear. The chest perk gives you additional marked enemies from 3 to 5 and the backpack gives you increased crit on the marked from 60% to 100%. Also running the Coyote's Mask Exotic would be much more beneficial.

Instead of that I run grupo and whatever the hammer brand is in ny for the extra crit chance and crit dmg. I think I had 55 cc and 121 cd total for my m1 but I run boomerang for big hits. This is definitely in a top 2 builds for me cause it’s perfect for solo

Made a build yesterday, before watching this video, and my first impression was: Insanely good! I started District Union Invaded @Challenging and was cleaning each area quicker than ever, having deep fun. 😃

I have a prototype Negotiator Striker build using 3 pieces from each set. It capitalizes on the critical hit chance & critical hit damage from the Negotiator set and the increased weapon handling & rate of fire bonuses from the Striker set. With the right weapons (again focused on critical damage output) it melts npcs of all types. However, it is a DPS build and a bit of a glass cannon. So to compensate I've re-calibrated Armor Regeneration into all of the gear pieces. Removing any attribute which wasn't focused on critical hit chance or damage. I'm currently running it with ARs & SMGs.

Personally, I reason that using the set chest piece and fox’s prayer may make for an overall better feeling build. You avoid the 30% extra damage taken to pick up 2 separate multiplicative damage increases. I haven’t tested it, but I’d reason that the damage loss is negligible

I have been running this build since the update. I love it for both PVE and PVP, and I really think it's funny how late everyone is on this gear set. One thing I hate is I can't get the chest piece and backpack without a raid team. But I learned to live with it and made a great build-out of it.

This is my fav build at the moment, Mask : Coyote mask with CritChance mod Armor : Petrov defence with glass cannon with CritDmg mod and the rest is negotiator's set Crit chance 41% with Bullet King, Crit damage 140% (180% with negotiator max stack). Basically at max stack my bullet king hits 400k a bullet which is INSANE.

@nothingbutskillz you should use the sacrifice chest piece with perfect glass cannon the brand comes with crit chance

I use this set with Diamondback. Always crit the guy with the mark so always taking out multiple mobs without the targeting drawback. Fun build. Keep up the great content.

I run a nearly identical build except my secondary is a Pestilence and I use The Gift (perfect vigilance) backpack. Great build, keep it up bro!

My build doesn't have the m1a/AR combo, but it works fine for me: Good Times (for when you need jedi reloads in battle) + Dark Winter (fast SMG w/ max crit and shiny paintjob) + Grupo Sombra chestpiece w/ Overwatch (extra 12% dmg for my LMG when dumping a huge mag on the opps) + Devil's Due (15% crit chance and gives me armor back when firing).

The whole Chestpiece Backpack + 4 piece thing is nice when you are a lucky bastard. I have had absolutely no luck on the talent+type+stats randomness on chest pieces or backpacks. That's the reason I usually wear contractors+fox +4 piece.

been using this set since i got to lv40, bonus info i have tested myself... look at the skills that proc when you kill enemies, things like bloodsucker proc on the "indirect" kills too for example

I had a similar set-up but with Obliterate over Glass Cannon

yooooo..... that P416 weapon skin tho..... sic I say.... 4 piece ND, 1 Hanna U Backpack PCA, 1 BRACED or SPOTTER chest ( Ceska or Grupo) technician Spec and Laser on weapons with In Sync talent. will be skill tier 2, can use hive for heal self or group, or extra revives, and a Drone or turret for distraction and added damage. Roll a Few armer regen on maybe 2 pieces. M1A or Classic use SMG MP5 with Tech laser, or Vector 1200 RPM as backup. done.

Hi Skillz, I tested out the build with Unstoppable Force on the backpack. It works very well. Once you marked 3 enemies and you kill them all with the gearset talent, you get 3 kill stacks which means you immediately proc 15% dmg increase. I was wondering if the stack only counts the one you killed when you were shooting. This makes UF a very good talent for this gearset. Just in case you didn't already know.

I try it a week ago and is a beast. 58 % chc 142 % chd I run it with m1 and he do 528 k damage and my eagle bearer 112 k. My mask is fenrys and my holster is cesca. With legendary if there is a good crowd controller I do a lot of damage and the npc go down very fast. I choose to keep the backpack for the 100 % damage and chest for the 5 enemy

perks on negotiators dilemma chest and pack; more marked enemies and instead of 60% crit dmg grants 100%

i think its 100% with the backpack or vest dont remember which but this build is amazing. Im running it with Sokolov glove and knee pads.

Probably add some armor...i play smart, but sometimes I get one shot

The way you explain the build is clear and understanding. I appreciate it bud. I have been trying to build this set and cannot get my rolls to drop like that. But it’s a grind.

as i watch alot of these build videos most of you guys shd levels are pretty high. that makes a huge difference in your dps, skill damage, armor. might just wanna let people know if there shd level is low they wont hit as hard as you. ive yet to see a video on what you should think about when allocating your shd points. Keep up the good work man.

I have only just started Div2 I loved your Div1 videos so can't wait to get into the endgame and start putting some loadouts together. Div1 I had an awesome skill build. Tacticians something..... And there was a build that was designed for the LMG to go insane damage but can't remember it now.

3 Piece Negotiators and 3 Piece Providence with crit chance and damage wherever you can (be lucky to have crit damage as your first attribute on chest piece) and strained on weapon is a good pvp build or 4 piece true patriot with negotiators

And here I was feeling kind of accomplished at SHD and seasonal lvl 35 over the weekend... 243 and season complete is NUTS!

What do you think about having diamondback with this set? Or modify it to complement it more? I know a lot of people don't use it because of the ammo, but seems like it would go well with a build as this

Im running a Gunner with Negoiator, using 2 parts Fenris for AR dmg and more reload speed. Using my Carbine 7 with Strained, and the ACS with Strained. Ive yet to find a good M1A or P416. The Gunners minigun procs the set effect, and is really fun to use to clear groups fast.

It is so much better with the gearset talents. Those blueprints are the only benefit I have from farming the old raid.

I've been using this for a while but I have the negotiators on my chest and use foxes prayer knees and either a cesca backpack unstoppable force or a cesca knee and backpack I also use a submachine gun. Dark winter I keep changing the load out it just depends on how I feel that day I've use 2 subs before with killer and strained. This just gave me different ideas.

I am working on building an Ongoing Directive build - using flame sticky bombs, Everlasting Gaze and Acosta's bag.

Used negotiators right when I hit 40 for a while, wish incould get chest and backpack but raid only. Glad to see someone else showcase it. Also would recommend trying an m1a with the boomerang talent where crits increase next shot dmg

Pestilence would work well with this build. Each mark has a pestilence mark as well

You don't like sustain on your builds skillz ? I'm gonna try putting a build together later but I think you need to spec a little into sustain.

Love ND 4 piece as well, i also got the chest and backpack, well rolled. I use it with a ceska holster and the coyote mask. The backpack has the special talent to raise the damage to marked enemies from 60 to 100%

I am using composure and spotter as my 2 talents..I use tactician for the laser pointer and also a pulse to spot everyone... Great video keep up the good work...

Has anyone else experienced the bug with this gearset? It happens when you die in a mission or a Landmark. The talent doesn't visibly proc, but I've tested it , and it still works as intended, but you can't see what enemies you have marked. The workaround is to switch out a piece of the gear, then put it back on. Only problem is that you don't usually notice until you're in combat, at which point you can't change out gear

Question: I have a great Neg. Dilemma build 53% crit chance, 175% crit damage. My question is, would it make sense to lose 15% (approx) crit hit chance and throw on contractor gloves for armor damage? I find on Challenging, the build the way I have it melts, but I struggle on heroic and above and was wondering if the armor damage would help? I love this build and want to make it more viable for things above challenging, without resorting to using a Baker's Dozen (I use a Honey Badger and Bullet king).

I love the rework they did on negotiators. I believe this was a gear set they were looking to put into the game back in Div 1.

I've been trying it out, and i like it Bro Haha. Heroic was nice with this, instead of always running skills and shield. Thnx! 💪🏻

Maybe I’m too new to the game but here is a question. With the negotiators is it possible to equip imperial dynasty and the spread talent backpack to add a burn status effect along with the crit spread? Or does the gear only come in certain pieces? I’m seeing this as possibly being very high damage over time/raw dips build. What you think?

While watching this I thought about pesti, creeping death , + nego with glass cannon... think that'll be more fun than my trama,pesti and creeping.

I would run mine obliterate chest, unstoppable force backpack, rifle with boomerang since i normally have around 55-60% chc and around 120-145% chd

That's my main gear set for open world PVE on challenging. But it's not efficient for heroic. Game lack build diversity right now. If we had better loot on higher difficulties I understand take a slower pace to get through activities. But for slightly better loot I rather use a rifle build and melt. I also use it with a shield and smg

Hey man, I noticed you are playing in PS4. Please explain to me something. in the beginning, you are using a rifle (0:22) with an aim and then you jump to the scope... This is my DPS build atm 60% crit chance 230% crit hit dmg (with coyote’s mask) I run 3 piece providence defense with obliterate chest piece I run 1 piece grupro sombra with 1 piece ceska (idk full name) I run Lady Death and classic M1A

I run this with the diamondback rifle since every time you shoot a highlighted enemy it is always a crit and i stack all crit damage and headshot damage. I cant wait for the buff for diamondback.

I've done a lot of testing and if you can get the ND backpack and put on the foxes prayer kneepads , your marked targets taking damage goes from about 1.3 million to about 2.4 million . Headshots go to 3.2 million .

I’ve been telling my friends for a while now, negotiator’s is the only way to go for crit builds. Personally I stick to 3 piece since I want my damage output to be as non-situational as possible. I swapped out the 4th piece for a Gruppo Sombra vest for that extra 15% crit damage. For talents I advise obliterate on the vest (adds weapon damage on top of your crit damage for every crit hit) and I run vigilance on my backpack. Again, what I want is as much “free” damage as possible without having to worry about forcing certain situations or performing weapon swaps, deploying skills etc. I want that damage to be there while I focus on situational awareness. Anyway, my 2 cents.

Haven't played since new expansion. Finally bought it. Before, i was running full merciless build which i loved the most. Well being that they completely destroyed that build, what build do you suggest for me to pursue. I am completely unaware of new builds since i didnt get time to catch up on metas. Is there some assault rifle build that melts in pve? I always wanted to try assault rifle build. Thx in advance for all suggestions.

@nothingbutskills it seems that there's a lot of people unhappy about the burn damage and Fire personally it doesn't bother me because I've had to adapt and make a build suited for that could you please maybe approach that and work something with Hazard protection because that's what I've been using and burn resistant mods my build sits at 50% Hazard protection with 3 mod slots at 8% burn resistant and I will say that the initial burn is not stopped nor is the damage but what happens is it reduces your burn time it doesn't keep burning and that's how I have survived they changed all this so you have to actually devote yourself to certain aspects I've heard so many people complain about this issue whereas the only question I have when they complain is how much Hazard protection and burn resistant did you have on your character most players are young and they complain that oh I won't have my build it won't do DPS it won't etc etc and I repeat it over and over to these people the same question how much Hazard protection did did you have and did you have any burn resistant mods so in my opinion since you are the master builder and you make everything awesome could you please address this

Wouldn't the nemesis be better then the assault rifle because the explosive damage and u can crit with it.

I've tried this Negotiator as well. For DPS still not the most effective, my crits hit over 2 million with bakers dozen, non crit 860k. If armor would be higher on this built then it would justify the lower dps. Perhaps with AR/LMG more effective to do a lot of spread damage.
