Basically he then issued the Russian uniforms to local villagers and told them to march down to suifenhe, only to return and board a train that transports them to dongying and they march to the border again, persuading the bolshviks that he actually had 3 corps. Also he could be the one who developed the first domestic Chinese tank, somewhere over 30 years before the type 59
Basest is not the same as Basedest, a modern slang term. It means most lowly, vile, and morally bad person. Its an antiquated term (the New York Times comment was contemporary to his rule and therefore from the warlord era (roughly a century ago)
