The EU agrees on AI regulations: What will it mean for people and businesses in the EU? | DW News

European Union member states and lawmakers reached a preliminary agreement on what they touted as the world's first comprehensive AI legislation on Friday.
This landmark deal aims to regulate artificial intelligence (AI) technologies, including ChatGPT and governments' use of AI in biometric surveillance.
According to the European Parliament the new deal sets a global precedent as the world's first AI law, with the EU poised to be the first major region to implement such laws.
"Historic! The EU becomes the very first continent to set clear rules for the use of AI," EU Commissioner Thierry Breton, said on social media. "The AI Act is much more than a rulebook - it's a launch pad for EU startups and researchers to lead the global AI race."
European Commission President Ursula von der Leyen heralded the "global first" AI Act "for the safety and fundamental rights of people and businesses."
The agreement is sure to draw close attention from AI companies as various global players mull similar regulations.

@@patrickstar686 They didn't ban the AI in general, just put in place some regulations that protects the regular people from spying companies. I don't know why you find it so bad that they banned facial recognition on a mass scale.

I love to read the angry comments of people against this move by the EU. "the EU can't do anything, so they regulate, muhun". They say. the EU is supranacional governmental structure, it's main goal is not to make anything, their goal is precisely to regulate and govern. the commenters here also fail to notice that the EU is actually the second government to regulate AI, the first was China, oh yes, China has regulations for their own AI companies, their regulations aim to protect the government of China, not the people of China, that is the difference. But what about the US? why is the US legislators not even thinking about their citizens protection from AI abuse? The EU does not economically benefit from regulating AI, but the citizens do benefit from being a bit more protected from abuse.

and if they didn't regulate it, the countries would take care of it themselves and the market would be fragmented, which would make innovation difficult (start-ups got the opportunity to use our supercomputers for AI, so they help innovation)

Focusing on regulating the _use_ of AI rather than the development of the technology itself is smart. It helps mitigate the abuses of AI regardless of where the company developing it is based, and should avoid putting AI innovation within the EU at a competitive disadvantage.

yes because USA doesn't care about its citizens, they allow all kinds of invasive practices as long as their government agencies can use them too... I'd rather live in country with rules in place to limit such actions. Such regulations aren't the reason why EU lacks behind technologically, it's mostly about money. Most researchers in the US aren't even american... Silicon Valley without immigrants wouldn't be what it is today

The thing is there is no AI and they write regulations like we have an "AI problem" like in the movies. It's like they think someone is going to suddenly build "the Terminator" in their garage and they should put up regulations to stop them. They will only stifle AI development, nothing else... i.e. EU will become a more technological backwater than it already is.

The regulation should be unified throughout the world. You shouldn't leave any loophole to avoid the laws and order. But it's just eu, other than any region in the world, adapting the regulation. Whether it is right or not, at least you should include all the parties relevant under the same laws and order.

Big tech companies from around the world will still go down on their knees because of the large market... its still profitable for them, they just cant abuse it and steal the users data.. thats what the EU is about.. just like Apple, Twitter, Meta, they all failed when they threatened to leave the EU or threaten with "worse quality products" ... none of that happened... they all know its not a good economical decision to leave EU

The US genuinely has absolutely the potential to be the #1 country in the world, but due to the greedy corporate interests it just isnt (in terms of quality of life etc.), all the US needs to do is to apply laws of EU and it will genuinnly be the best country in the world, but without them, EU is far better for quality of life, and thats what i choose. i dont need money. i want to be happy.

Regulation is good, but this sounds incredibly weak. As Bernd notes in the interview, it seems like regulators may be more concerned with keeping developers from leaving the EU than with actually protecting their citizens.

Apple went down on their knees. Didnt want USB-C for all devices, yet they did. - threatened to leave EU market. Meta went down on their knees. Didnt want to follow GDPR, yet they did. - threatened to leave the EU market. Twitter went down on their knees... there are so many stories of non-EU companies threatening to leave the EU market.. yet they never do.. curious.. if we are lacking such technology, why do they have to adapt to our level to be able to compete on the market?

Right, so Tesla, OpenAI, and the military are fully allowed to do what they want with AI - and also lay off as many employees to be replaced with AI while also offering AI services that allow other companies to replace workers with AI. It averages to a 10th of that, and the EU also invests that money in things like Europol, defense, the space industry, infrastructure, aviation security, frontex, educational programs, scientific research, etc. It also gives you free trade, global political cloud, a backup security umbrella to NATO, as well as the best environmental protections, labor market protections, consumer protections, etc. in the world. Equally importantly, it creates a framework in which former enemies can communicate and cooperate, creating peace and stability. From a purely economic perspective, the EU is a clear net positive. I would say it is the same from a political and social (quality of life) standpoint.

@@HappyCatholicDanei was just joking but let me respond… I live and work in the Netherlands and we are probably the highest net contributor in the EU. I think you’re off in your calculations. You’re right on some the things you mention, but the I have some issues with the foundations off the EU. 1. Basically they’ve made production of goods nearly impossible with very strict legislation. (It’s not impossible, but unprofitable unless it’s something extremely technologically advanced like chip manufacturing). Now that seems all in our best interest, but in practice it means we import most goods from other countries that don’t have these consumer/labor protection laws. Please question yourself what free trade actually is. 2. For military and intelligence we completely rely on the US (and thus have to go along with all the ‘nice’ things that military industrial complex brings to the world). This means apart from our huge internal market, we are not so much a global power house when Russia shows up at our border. We already have Nato, so what what exactly is the EU’s role here? 3. Financially it’s a mess. People have lost so much money with the introduction of the Euro (and the majority is completely unaware) that just makes me sad. I know the Euro and EU are two different thing, but you can’t deny there deeply intertwined. Combining northern and southern European economies into one currency was never a good idea imo. I sincerely hope universal currency like bitcoin becomes a thing, so politics can’t influence the value of your savings, pensions and labor. That’s not how things should work imo. In general i’m not against the idea of the EU, but let’s say there is work for improvement. Just wanted to share my perspective.

@@inkotanyirwabugiri5725 they do use algorithms though... an algorithm is "a process or set of rules to be followed in calculations or other problem-solving operations, especially by a computer." they use many statistics to come up with rates based on gender, age, place of residence, type of car you drive, job you do and who knows how many more data points. AI or not they'll be doing just as "fine"

Its not about the "killing" its about safety for the common citizen. Literally go to the first website when you search AI Act, and you will see this: Unacceptable risk AI systems are systems considered a threat to people and will be banned. They include: -Cognitive behavioural manipulation of people or specific vulnerable groups: for example voice-activated toys that encourage dangerous behaviour in children -Social scoring: classifying people based on behaviour, socio-economic status or personal characteristics -Real-time and remote biometric identification systems, such as facial recognition

@@graveperil2169 Because the facial recognitions use the Machine Learning from Artificial Intelligence to train with the biometric data of the vulnerable people and to store them to the databases of the governments or private companies. These stored data could be posteriorly used for AI robots of another nations to do fear, detain or attack to the tracked vulnerable people. It is a must to accomplish the international human rights where the AI machines are installed in the airports that are the bridges between nations.

Did you miss the part that there will be exceptions for police and military? Airports will be exempt as a matter of "national security" as will most public places

I start to question, what should be the boundaries of advanced technology? Should every advancement be open to 'public experiments' of authorized and unauthorized people? Or advanced technology must be categorized for security reasons [which means that other functionality must be limited to specific field of work and not for public consumption...]

Unfortunately, Rules and enforcement are not a guarantee of compliance. AI does not follow rules, it uses algorithms as guidelines. True AI means it can break and adapt its programming. Otherwise it is governable from an algorithm programming standard that regards self determination to be a flaw in ai.

I can already see a problem in that, since the world system we live in is one of competition between states, if another state does not have regulations and instead allows their AI development to go Laissez-faire, their technological advancements may be faster than those who do set regulations and so the ones that sets regulations, like the E.U. will simply be outdone and surpassed. So it's kind of like game theory where you have no choice but to let A.I. development to go even faster than before so you can win a potential conflict. It's the same thing with chess A.I., whichever system has more calculating power wins, absolutely.

The truth will be countries need a Internet police force + international laws will be needed to protect every countries + people. Everyone at risk of bad programming + A.I intelligent awakening. There needs to be watches/ police force watching if the technology is missed used . I don't believe in stopping the advances in A.I technology will stop problems! Only a strong police force will help protected Everyone now .

This isn't really how that works. Any AI, including those outside of the EU will be excluded from the EU market if they do not comply with these regulations. International companies will comply even if they don't want to. Missing out of the EU market is not a loss worth waiving a few regulations. There is also the Brussels effect in which countries adopt the EU standard for regulation because that would be more viable financially. It won't take long before the US enforces these same rules.

@@ttt5205they will just reallocate their development team of that technology somewhere else like in China or south corea or the US and then adapt it to every regulation they need however that will damage the development of more local emerging players in the EU that won’t be able to have the same flexibility to adapt their research to the new regulations , I don’t think the US will do that they will just wait and keep getting more advantage over Europe and China by attracting more talent and companies that don’t want to complain with the EU regulations , it will only damage Europe capacity to became independent and competitive on that field

@@dejabu24 Again that is not how it works, you can put your development team on the moon and it still wouldn't make a difference, if you want your product to be able to enter the European market, which is something practically every single one of these major companies want, you will have to comply with the regulations. Otherwise your product will simply be blocked in the EU.

@@Also_sprach_Zarathustra. impossible? well, to create it, you need some sort of software right.. then you just search out "best deepfake software" on the internet and youve got your culprit. Arrest and fine heavily, take down the software and done. For deepfakes, they would need to have someone who creates this software independently and only a few people know about it and its not uploaded or shared through the internet, otherwise it would be found... so fidning the one who created its really simple. Or force deepfake software to have identifiable marks

EU AI regulation does nothing. MSFT is pushing AMD, Nvidia, & Qualcomm to have 50 TOPs on their CPUs in order to run ChatGPT locally on your PC. AI generated code & documents will be impossible to track.

The regulation is for the tool that AI is, not the end product. And of course the regulation does something - it affects a wealthy market that these companies want and need to operate in. Just like with other EU legislation that has cut down on anti-consumer practices by these companies, EU citizens are put in a better position thanks to the negotiating power of the whole bloc.
