The line was actually used Twice in Star Trek, First time was in DS9's "Defiant" but was delivered by the same actor, It would help to watch Star Trek The Next Generation's "Second Chances" to get some context of what I just said.
YES!!!! I noticed that too - a sweet nod from Shankar & Co to his previous work on DS9! (Oh ... why can't modern Trek be anywhere nears as good as it once was??)
