He didn't, those are numbers provided by express VPN themselves (so they are the best of the best case scenarios) Also, you can't measure ping like that when using a VPN, the ping looks like it's gotten lower but that's actually just the connection time between the VPN server and speedtest.net, you also need to add on the time that it takes for the client to ping the VPN server. VPNs are middle men, they will always INCREASE your ping
