Sadly, they made Cypher in the 9th Chaos Codex, which implies they don't care enough to make the Fallen anymore officially but are willing to keep Cypher. They likely only kept Cypher and his Fallen keyword just for the sake of the DA rules that interact with the Fallen. Right now it's not looking good.

I think the Fallen Angels are loyal in the same way that the Alpha legion are traitors. It makes since given the theme of mirrored primarch legions. I thing it'd just add to the tragedy and intrigue, a faction loyal to the emperor who truly believes they're doing the right thing and doing what they can to repent. But tragically every thing they do actually serves chaos and undermines what could potentially be the imperium's greatest hope.

I think it would be both cool and suitably grimdark tragic if Luther and his Fallen invade The Rock to awaken Lion El Johnson, and the Dark Angels, not knowing he is there underneath their very feet, try to fight and stop him in the bloodiest battle of attrition ever seen that sees most of them wiped out. It's also a way to reintroduce the Lion into the setting without having to give Chaos immense buffs and stuff, like what happened with Guilliman. Because for balance sake you can't give the Imperium a Primarch without nerfing the Imperium. Then those Chaos playing losers might complain. It might cost us most of the Dark Angels and their successors, but better that then yet another warp rift spaghetti crippling the Galaxy and other Chaos shenanigans.

Known collectively as the Black Lions, they are led by Vortigern, who is a member of the Despoiler's inner circle. Hot take conspiracy theory. The Lion is actually one of the two lost Primarchs. Alpharius was supposed to be the Primarch of the Dark Angels and Omegon is the Primarch of the Alpha legion. Alpha is the beginning and Omega is the end. This would mean that the Alpha Legion is supposed to the the First Legion, making the Dark Angels the Second Legion.

We have two forgotten legions. You can theorize a bit about it by first thinking why and how would they be hidden. I think one of them is the Fallen Angels. Dark Angels obsessed with their secret erased all records and evidence about them. Other could be the Omega legion. The actual Alpha legion. And the Alpha legion itsef is entirely just a decoy. I really hope they do not turn into another chaos alligned faction like you said because it would ruin a nice storyline based on gradients and complex characters. GW is trying to over simplify wh40k, especially space marines, because they clearly are trying to be more appealing to newcomers, but i think the Ultramarines and Imperial Fist are already there for that role. Also if GW beings something like sprues or completely new models for the Dark angels i want to see more of that beautiful black templars sword bretheren kit style.

I mean there's an example in cannon of badass forces on the side of 'not chaos' that are damned in the Solitaires. I'd hope they keep the Fallen as essentially that same sort of role. In the awesome but sadly non-canon BFGA2, the Dark Angels could possibly end up holding the biggest L in the segmentum. As in they threaten Admiral Spire if he refuses to help them destroy a Fallen battleship. Spire, for his part, going on to blow up the Vengeful Spirit, will do so with an Inquisitor Lord, Primach, and, of course, the same Fallen battleship on the field with them. I wish the Dark Angels good luck on explaining themselves, because they’re going to need it.

In the old lore it's heavily suggested (and even written about out right) that the Lion was corrupted. Long story short the dark secret of the Dark Angels is that Luther, Astelan and others were fighting to save the chapter on Caliban, and their Primarch driven by insatiable ambition and pride, and wanting to become the master of the Universe (the reason he waited outside the Sol system and did not help his father on Terra during the Horus Heresy as his intention was to usurp a victorious Horus), was corrupted by Chaos. There's nothing GW can do to expunge that now. The Fallen were the most loyal of the Dark Angels.

I agree. It would be awesome if there were some kind of convoluted, perhaps semi-secret alliance/reconciliation between the Fallen and the loyalist Dark Angels. Especially one where the Fallen maintain their secrecy and show up out of nowhere to shore up Dark Angel battles and/or do intelligence/assassination/deepstrike kind of work for the legion.
