Wouldn't it have saved a LOT of work and grief if the Puppeteers had just bought the plans for condoms and the Pill. I understand that the Outsiders have a BOGO on that, and at 3.0468*10^-23 the price of the planetary drive

They were afraid of everything. They may have been afraid that birth control of any kind would lead to their extinction.

The outsiders were not willing to sell that tech. They believed the puppeteers were not advanced enough to build them without destroying their world in the process.
