It looks like Arkane Austin was just the office that was developing Redfall. Arkane Studios is based in France and is still a company with 150 employees

Arkane Austin weren't the studio solely behind Dishonored, the first game was joint between their Austin and Lyon studios, but all the ones subsequent were by the Lyon studio. The Lyon studio is the actual powerhouse behind Arkane, almost all of their games have been developed by the Lyon studio, the only two by the Austin studio were Prey and Redfall, so it's not really surprising as to why they were shut down given how big a bomb redfall was and their last game before that was 7 years ago. It seems harsh but cutting the bloat like this is the sort of thing that needs to happen if game development is going to get better.
