There was actually a pirate that disturbed the Gorosei enough, that was doflamingo blackmailing them with his knowledge of their taboos. And look what happened, as soon as it concerned them, they went to Cp0 to handle it instead of leaving it to only the marines.

I don’t think the “balance of power” was a lie. I think it was meant in the context of the blue sea world. While it’s obvious how the warlords and marines acted as pillars of the world government, it seemed like the yonko were the opposition. This isn’t the case, they were third pillar propping up the WG albeit unknowingly. They kept each other in check. They were too busy fighting among each other to make a play for the one piece or build a force that could take on the WG. Additionally they acted as great filter taking out potential upstarts in the New World who might cause problems for the WG in the future. Up until Luffy that is. The balance of power wasn’t between pirate and government. It was a balance propping up the aristocracy. Making them untouchable.

I actually have the theory that Kaido did face off against them before and suffered a crushing defeat, which turned him into the depressed drunk we know him as today. We know Kaido was very different back in the day from Alber's flashback, but as of right now we have no knowledge on what caused his demeanor to change so drastically over the years. We also know Kaido's end goal was a total war to bring down the government and his obsession with strength makes a lot more sense when we assume he actually knows what he is up against. If we further expand on this, said defeat could also be what caused Kaido to give up on his ambitions of being Joy Boy (his shift in demeanor). We know he has been staying in Wano for very specific reasons (as stated during his confrontation with Yamato) and I assume that is because he knew Wano would be the place where the actual Joy Boy was destined to reemerge. As such Kaido now acted as sort of a gatekeeper for the title, he knew what Joy Boy would be up against, he knew he himself was not strong enough to overcome this foe and so he came to the conclusion that the real Joy Boy would have to be stronger than him to stand a chance. With that mindset he tested many over the years, beating every single one of them. Over the years he started to lose hope that Joy Boy would ever come, further fueling his depression, until he met Luffy. Luffy was the first to actually give him a good fight in a very long time and Kaido seemed genuinely happy about it. My interpretation is that Kaido actually had hopes Luffy might be the one to take him down and become the next Joy Boy, which would also explain his disappointed look and the comment "turns out you couldn't be Joy Boy either" when he thought he had beaten him. This would also serve as an explanation for why Kaido didn't just dodge Luffy's Bajrang Gun, instead he put all his strength into trying to withstand it sort of as a final test for Luffy. I actually believe Kaido wanted to lose this fight. So yeah, I'm probaply reading way too much into this character, but I think this would make sense as an explanation for both Kaido's backstory and the final clash between him and Luffy being the way it was. And that's the fun in theories, now let's see Oda dismantle every word I said when he reveals Kaido's actual backstory lol

The truth is, we know the world government is more powerful regardless of the scaling because they are in control of the world. People be way too focused on power scaling.

Celestial dragons want control from behind the scenes. Make sense why they wouldnt want to use their power. Its about controlling the narrative and the people, not just reigning down power on everyone

I think when Oda decided to completely wreck his "Trinitas" by showing how utterly broken the Gorosei are, thereby showing how easily the other 2 forces can be obliterated, he really raised the bar for the last arc and shits are getting real.

It was ALWAYS suspicious that the WG had people that were like 1/4th the strength of ONE SINGLE half dead yonkou and his crew. That the gorosei needed to use shichibukai to do what they themselves could have done was always kinda stupid to me. To have these powers just roam 'under control' in their systems makes soo much more sense.

I think even though the WG with Admirals and Gorosei and everyone else could technically take out all the yonko and their crews, to the WG it’s more about keeping that common enemy of pirates they can sort of use to rule over the common citizens with fear. Part of the reason people on the islands in the one piece world don’t leave the island and travel to others is because of a fear of pirates even if it’s a baseless fear or not other than the fear of just the rough seas the fear of pirates is a big thing that keeps the island separated and from joining together.

This video is a great example of how Power Scaling is an essential part of World Building, especially in One Piece.

The World Government is insanely powerful. Excluding the Mother Flame and presumably Uranus, by the time of the dissolution of the warlords they have: All the Cipher Pol which are definitely quite numerous including the powerful agents of CP0 such as Lucci and Kaku who are both confirmed awakened zoans, the legions of marines as well as SWORD, the different versions of the Pacifista including the Mark 3s, the Vice Admirals who vary in strength but are all users of both types of Haki, the 7 Seraphim, the 3 admirals, the fleet admiral, the old trio of Garp, Sengoku and Tsuru, the God’s knights, the Commander in Chief Kong, the Gorosei and Imu. That's a force with hundreds of thousands of soldiers as almost all marines during marineford were officers and there were 100 thousand of them, as well as numerous fighters capable of fighting the officers and commanders of yonko crews, let alone probably over a dozen top tiers. I am not even sure if all 7 yonko crews we saw and the revolutionary army combined at their peak strength since the pre timeskip could win in an all out war with all their allies (no ancient weapons) even being generous towards Big Mom by allowing her to use advanced conquerors haki and towards Whitebeard by allowing him to be healthy.

Yup and even in Marineford, the navy and shichibukai pretty much BULLIED the Whitebeard pirates. Lost their captain and future Captain. One of the commanders lost an arm and other, the will to fight. Meanwhile the marines suffered zero notable casualties even tho Whitebeard pirates had outside help.

Pirate side is being vastly underestimated here. A scenario where the WG moves in full-force to takeover would more than likely prompt ALL pirates (including the Warlords) to band together and fight back in response. There are individual commanders who can fight admirals on their own before you even get to the Yonkou. That’s before you even get to other parties like the Revolutionaries (who we’ve also seen contend with admirals), Rayleigh, Mihawk, and Yamato. The admirals probably wouldn’t even get to take on the emperors at all. They’d be far too busy. Kaido also STILL has far and away the best showing of anyone who has fought Gear 5 Luffy. Way better than Saturn or any other Gorosei so far. It’s way too early for this. lol

I can't really swallow everything in this video. We actually do not know how strong the Gorosei are. Luffy is an emperor and they have so far been unable to take him down. Their regeneration is what is holding them. And we do not know if other emperors like Shanks can permanently hurt them. It is still too early. If Kuma can punch one of them so hard that their limbs get torn off, then maybe we should wait before we say definitively how strong they are

As a long time reader, I think ive been lulled somewhat by the mountain of L's the Marines keep taking. This video is such a good reminder of what exactly the actual reality of that world "currently" is for its citizens, not the one we are privy to and know/hope is coming for them, as readers following our hero and crew.

Got me thinking about the meaning of the story. Basically both sides are completely captured and controlled without knowing it. Nothing can be done physically to overcome this. Only can you rise above this in spirit.

Prime Rocks D Xebec , Prime Gol D Roger (with atleast 1 ancient weapon Pluton) , Prime Whitebeard , Prime Monkey D Garp... if instead of fighting amongst themselves say they would have teamed up with Rocks pirates & Roger pirates non captain memebers as support (eg. Prime Rayleigh has been implied to be superior than Kizaru, Prime Scooper Gaban , Not Prime Kaido , Big Mom , Shikhi etc) + let's add Elbaf's giants army backing them up with Prince Loki leading that group....... then i do see such a combined force in theory will rollover the Marines & Gorosei , God's Knights , Imu their thrones & Mareijois will end up being shaken vigorously. That line up has 3 PK level characters in Prime Xebec , Roger & WB & then there would be Pluton & World's strongest army The Giants Army of Elbaf & Roger pirates & Rocks pirates backing them up. I mean the marines will get annhilated within few minutes & all responsibility will fall on the Gorosei , Imu etc

I have multiple problems with this: First the Gorosei themselves have shown some kind of hesitation (to call it lightly) dealing with the yonko directly as for example the cover card saying the Gorosei fear a enraged shanks or the Gorosei showing some kind of regret having to draw Kaido’s wrath against them when they sent their cp0 agent to disturb the luffy and Kaido fight (important: they are talking to themselves so there is no reason to lie to themselves) Secondly the balance of power is even acknowledged by them and in their biggest interest to keep up so if they wouldn’t even fear the yonko then why would they try to maintain any kind of it. It‘s not beneficial for them if they wouldn’t have any kind of fear for the yonko. Also finally: We know the Celestial Dragons greed, but the fact that territories of yonko‘s exist where they CD‘s can‘t take any taxes or even more importantly control over (so basically the half of whole new world not being in their control) proves that they have a fear of the yonko. And it‘s also repeatedly acknowledged by the Gorosei themselves that they true to prevent or oversee the alliances of yonko‘s which again Hammer down a kind of fear for the balance of power. Saying it‘s fake when taking the world government into consideration doesn‘t really make sense when the Gorosei themselves have acknowledged it and put great importance on the maintenance of it.

It would be more reasonable to say they don't send their forces after the yonko because it could lead to a dangerous allaince between them(they've teamed up for less).

In addition to the forces you mentioned, there are also: Kong, all CP 9-1 forces, celestial dragon guards (we saw them e.g. during the auction), other agents (they follow dragons everywhere) and I think that Imu also has his own personal guard - I think the woman who informed him about Gorosei arrival is one of them and I doubt she is weak.

The yonko were kept around to keep pirates from finding the one piece . Intell just now things changed and yonko now want to find the one piece .

This also explains why Dragon has been so inactive: he knows how the world really works and that all this pirate drama is just a distraction from the true enemy. He's got his eyes on the real enemy and has to build up as much as possible and wait until the proper time to make his move.

I've been saying this for years. There's no way that Imu and the Gorosei could be weak and maintain control of the world for 800 years. If they were then they would be have been overthrown in a military coup ages ago. When there are people who can casually level islands with their power what would a society full of charlosses hope to do? I agree that Admiral level for individual Gorosei sounds reasonable given that they also have telepathy and regen and so are likely a "whole-greater-than-the-sum-of-its-parts" kind of deal. It seems their strength is such that they only really start taking notice of someone when they reach yonko level. They put them under focused surveillance but don't take action directly because they're NOT YET strong enough to be a threat. Once someone reaches PK level that's when they feel the need to take direct action because they've BEGUN to become strong enough to pose a threat. I believe that in order to truly threaten them someone needs to surpass even PK level. I believe this because Roger and his crew learned the history of the world and yet decided not to do anything about it. Roger was not strong enough to topple the WG and his illness meant that he had neither the time nor the means to get any stronger. His only option was to entrust future generations to do something about it and so he created a climate in which multitudes of people would find a reason to fight and grow stronger (the great pirate era), where unknowingly to them, the reason just so happens to be learning the truth of the world. His hope was that out of this conflict, one or more people (Luffy and Blackbeard) would rise up and would then have the means and motivation to truly threaten the WG.

It's really crazy to think that Roger, the initial god of the verse, now seems like just a small part of the history of the world

Their immorality might be the reason for their strong haki. We know that haki is tied to life energy, the older you get the weaker ur haki gets, and gorosei do not age.

FINALLY Somebody states the obvious! The World Government is beyond the Yonko and always have been. Otherwise, they would have fallen long ago.

I cannot understand how Celestial Dragons with fighting power and strong Haki exist. They don't experience any meaningful conflict to get stronger, i bet most of them fought a fraction of the battles kaidou did.

Luffy managed to handle a Gorosei and an Admiral at the same time. Even then, Big Mom has all her children and Sweet Commanders, those sweet commanders are relative to the calamities who are relative to the top 4 WB commanders(Ace, Marco, Vista, and Jozu). Those 4 commanders were also capable of clashing with and stalling the admirals if necessary. This isn’t even considering Yamato if Kaido felt the need to have them join the fight. The 4 Yonko and their top commanders could DEFINITELY stand a chance vs the Gorosei

The powerscaling is way harder than what you make it out to be. So Greenbull is an admiral, and he was shitting his pants just from Shanks being a few miles away. No way in hell Greenbull would stand a chance vs Shanks, so if you follow ur cautious approximation.

Sorry Morj, I think you really overestimate the Gorosei’s combat ability. They also wanted to hide their demon identities to prevent mass revolutions around the world because they can’t be in multiple places at once and they don’t like to venture out. You also need to stop disrespecting Big Mom about losing to Law/Kidd when you’re the same guy harping that they had no chance without dynamite doing the work. So which is it, Morj? The Gorosei also will have their regen weakness revealed at some point. They are good at getting hit for now and that’s all. Kaido and Big Mom would have been intimidated by the Gorosei’s haki so they would fight properly from the jump too. It’s also so simplistic to consider entire region occupying pirates as “mafia”. You’re not understanding how they affect economics and what the WG want going on. Also, Sabo managed to escape from all 5 of them while Shanks wasn’t scared to challenge all 5 if he needed to in Mariejois.

Many things make sense, the whole idea of "Why would the world government care?" is great! But the powerscaling of the elders (1) and the whole "they could take down the emperors easily (2) is where I disagree. 1.) Because I feel like we cannot scale them. The main feat that seems overpowered is the fact that they cannot be harmed, as far as we know 'til know. That's super broken ofc. Other than that, Kizaru felt more dangerous for me personally. But Warcury... I don't understand why everyone is impressed tbh. And IF he is the strongest, I can't believe they should be emperor / admiral level. Okay: perform conquerors haki as a non-pirate is insane, as Garp is the only one on navy / WG - side I remember using it. But.. it doesn't do shit against high-level characters. Dragon strikes the second they move, I'm sure. Therefore not possible. Still, I agree that they don't care. Because they know, that the Yonko's won't defeat themselfs. A thing I think helps with your point on them being cautious but not fully caring about the yonko was with them also fighting each other. They became worried on a team up not necessarily that they couldn’t fight them but that like Kaido and big mom were planning to directly attack the celestial dragons and disturb their “heaven”.

Tbh, I think the Rocks Pirates if they actually worked together could give the world government a run for its money. Not overthrow them but would destroy the Marines completely and force the celestial dragons to reveal their true power.

World government might be stronger collectively, however when you consider war you have to take everything into account. An old sick Whitebeard destroyed marinford and caused very serious damage to the world government, imagine the damage the other Yonkos could inflict on the overall power. I think the Gorosie believed that having some pirates around is ok, as long as they are not a real threat to their authority and not looking into the void century. Btw, I still belive Kaido still stronger, that guy lost only because he fought everyone, defeated them all, defeated luffy multiple times while carrying a freaking island all by himself. If it was one on one, I don't think luffy would have won even with gear 5.

There was always two balances. The public world balance: marines + warlords = 4 emeperors. And the secret balance: 4 emperors rivialing each other and keeping anyone from finding the one piece. The secret balance is the one the world govt cares about the most and what yonko fans misinterpret as yonko top 1, when the yonko system is only around to serve the world govt by keeping the true history unreachable. This is the reason why BB, luffy, and buggy were named emperors by the world government because they are supposed to play this role now. Obviously they will not.

I think you’re missing the point. It wasn’t just the Yonko they were scared of, they were scared of their fleets. All 5 Gorosei were literally shitting themselves when Kaido and BM joined. The beast pirates filled the entire castle of Onigashima which is arguably the size of if not slightly smaller than Marineford as a whole, and at the time, all of Dressrosa, and over a dozen Mythic Zoan DF’s. Big Mom literally has a super sized country composed of all of her children to the point where you could really argue the BM Pirates rival the Navy ALONE. If Big Mom, WB, and Kaido joined forces, I don’t see how the World Govt stand even a slight chance. WB almost killed the strongest admiral while on his death bed meaning Kaido def would have killed Akainu mid-high diff. Being honest tho, King alone could wipe out a majority of the army since only ADV COC can harm him. It’s honestly not even close.
