I actually hate this type of characters. Mostly they exist only to be scoffed at by the reader, and to make main heroes seem artificially smarter (smarter not because they are smart, but because others are dumb). They are fun in moderation, like an episodic character, but I do not like them as main, or even side characters. They mostly work best as main protagonists - the viewers window to the world, those who learn and ultimately save the day. But to be fair, Harvey Bullock is far from the worst example. I do like he didn't get his a** beat-up during his first intervention, and he seemed to adapt fairly quickly. I do not like how his story ends, however. With Jim going straight, I think we should see Harvey becoming tougher, not a broken wreck.

I LOVED the Earth one Batman and Superman. They are great stand-alone tales. The continued stories after the first books, though... no thanks. Superman Earth One was great, and they heavily relied on it for Man Of Steel.

Harvey is absolutely Kevin Spacey from LA Confidential, and if you haven't seen it you should it's one of the best noir films ever made. If you have an aversion to Kevin Spacey, well he's not the main focus of the movie, the movie follows Guy Pierce and Russel Crowe much more closely, and of course James Cromwell and Danny DeVito are excellent as they always are.
