Eren was by far the easiest to defend of these three. He was literally placed into a "Them or Us" situation. It wasn't just Marley who hated Eldians, it was the entire world. Willy wasn't rallying Marley, he was rallying EVERYBODY! If they hadn't declared war on Paradis, there wouldn't have been a problem. By agreeing with Willy's plan, those people gave Eren no choice. It was Paradis vs The World. If Eren went forward with the "small rumbling" plan, it would have just reinforced the world's resolve to eradicate Eldians. It would have shown that they were right to fear them. Wiping out their military would have been a temporary measure at best. They would have rebuilt and retaliated, meaning that they would have needed to do repeated small rumblings every few years to prevent it. Eren wasn't going to live much longer, and Zeke was basically in his final year. Without turning Historia or her children into titans and keeping the Founding Titan with someone without Royal Blood, Paradis would have lost their ability to control the Rumbling. So after you boil it all down, there were only two choices left. Be wiped out, or wipe everyone else out. We saw which option he went with. Was his choice extreme? Yes. But it's understandable why he went with the one he did. There were no good outcomes. It was genocide either way.
