I imagine her doctorate with an expertise in the history of dress, consumption, and material culture in the 18th and 19th centuries, as well as her university professorship where she lectures on such subjects makes her an expert. Or were you talking about the annoying American (I'm from the U.S., too, so this isn't me being biased)?
